These percentages are proportional to the "OSM World".   When they roll 
back the contributions of a local "PD" mapper, the face of much my US 
state roads will revert back to near TIGER, as well as removing all of 
his personal surveys and local knowledge.

  These percentages will be quite large in his home region.  I'm not 
going to waste my time trying to recreate his work except for some roads 
near me, I'll just let the map degrade.
