Paul, your signal on licenses for open data is well known in the EU. This
week the results of a public consultation and a hearing on licensing and
charging of public sector information have been
published<http://www.epsiplatform.eu/content/final-results-and-feedback-ec-consultation-psi-re-use-guidelines>.
The EU sees a standardized license as very important to reach the goal of
having a genuine right to re-use the data. Creative Commons commented today
on the results [1].
