I don't think you can say it comes down to attribution. You missed
those bits about copyrights (where applicable), licensing Produced
Work etc. You can't really single out just one issue...
And in the case of OSM you can't really detach ODbL from Contributor
Terms, which makes things even more complicated.
So, according to my best knowledge the answer is: no, they are not compatible.

But, of course, the owner can allow licensing of the data under ODbL
(provided this is not a Derivative Work with another CC-By-SA
underneath).
