[OSM-legal-talk] Question about mixing OSM with licensed data -- eg: mapquest

I'm confused about what the rules are for downstream commercial users
of OSM data to merge OSM data with other sources. Apple seems have
done this with their Maps product.

The Mapquest attributions page for example mentions that they use OSM
data with TomTom data

Are these users not supposed to follow the Share-Alike provision of
the OdBL license?
