Cartography is data combined with the generic styling rules.
Since the rendered tiles are therefore subject to the style license
(think of icons, patterns etc. for example) as well as the data license
the CC-By-SA makes a lot of sense since it implicitly includes the ODbL
attribution requirements. Most other licenses for the tiles would
require a special clause for that.
The style itself however does not require attribution when used with
non-OSM data since it is CC0.
You can still render tiles using the standard style and OSM data
yourself and distribute them under something other than CC-By-SA as
long as you comply with the ODbL. But if you use those rendered by the
OSMF servers they are CC-By-SA.
