The OSMF guidelines are the official views, as voted on by the Board,
of the OpenStreetMap Foundation, the owner of the database rights in
OpenStreetMap, regarding how the Open Database License should be
interpreted, so I would say they carry more weight than the opinion of
a single person on a wiki or listserv. You are free of course (and
recommended) re read to ODbL yourself:
