Hi all,
I can understand why the OSMF would want to have a 'firm handshake'
agreement with the LC and sanctioned at the AGM.

I see 2 types of LC:
1 -a 'direct intranetwork co-host server connection'(1) and

2 -a "community, diff planet renderer for apps"

Where the 1st is sanctioned and the LC would actually physically host
a hardware server and handling part of the load and rendering the
entire planet on a regular basis.
The LC would be doing an international service. (as an intrAnet
connection)  (& would need to be sanctioned at the AGM of the OSMF, at
SOTM.

and the 2nd would  be an independent non-profit, and can
E.g. Help marble desktop and other apps by feeding from a LC data
co-host (with a simple planet diff instead).
And so, the LC simply is the Smiling face (public relations) point of
contact for the media, govn't, other non-profits, businesses and local
users. Which has no reason to get 'officially sanctioned'.

(1) my definition of a 'direct data connection' is an 'intrAnet
connection' direct to the physical server box. So if (for example,
when the local server was down, if a direct-connection was used, the
volume would have just slowed traffic instead.
