[Local-chapters] Setup of Kosovo Chapter,

Hi all,
We have created a non profit group NGO, called flossk.org to promote
free libre open source software and society in Kosovo.

One of our projects is openstreetmap,

I would like to start the process of creating a OSM chapter for kosovo
under the auspices of flossk.org.
