[Local-chapters] Local Chapter vs Foundation: who's doing what?

To get a more clear picture of what local chapters can/should be, it's good
to discuss a little about the tasks that are typical LC and which are
typical Foundation. Of course, this will not be a list that is fixed in
stone. But is a way of getting general idea of what we are talking about.

So what's the primary role of the local chapter and what the primary role of
the Foundation?
