[Local-chapters] Membership: Local Chapters vs Foundation

In my opinion, the most transparent and easy way to do this is to offer the
people a Local Chapter membership and at the same time and option to also
become OSMF members. Explaining them that the first one will only apply to
the discussion of LC issues. And the second will include the voting of OSMF
issues, the right to be a candidate to the board and to apply for the
working groups, plus some other benefits (SoTM discounts for example).
In the money field, to avoid the legal/accounting troubles of collecting
money for a foreign institution*, we can provide a direct link to the OSMF
website membership form (in the local language of course), so that the
people can pay at that same moment for their OSMF membership (same moment
but two separate transactions). If the Credit Card payment is a problem (and
many times it is) we will have to find a way to make money transfers
(MoneyGram style) less expensive, but always keeping the LC away from the
transaction (at least in the countries where the collection of money for a
foreign institution is a problem).
* I am not even sure if that is a problem here, but since someone mentioned
it in the list...
