This seems to assume that a local person wanting to join the local chapter
also wants to join the OSM-F, which is not necessarily the case. As John
said in a separate reply, this has the potential to turn off would-be
members and I can tell you that getting local people to be more organized
instead of just mapping their own little spot as they please is already hard
enough.
