My experience has been that phone rates are relatively inexpensive,
even for overeas calls. I can call the UK for .02 USD a minute, for
example.
People who want to use Skype or any other VOIP technology certainly
can do that- and call the standard phone number.
IRC has proven difficult. Some people don't know how to use it, how to
get on. And then things take 4-5x longer as people have to type things
out, and there's generally less order on an IRC channel than a phone
conference.
I vote for a standard phone conference.
