[Local-chapters] [Strategic] local chapters

Hello Henk

Not sure if Local Chapters WG is right place for me to be or not, certainly
going to push on with getting GB Chapter afloat. Aside from Wiki and talking
with USA Chapter are there any resources for me to pull on?
