 Right. I actually cannot see how you can set any extra restrictions to
local chapters on things what anyone else can do anyway. If I as LC am not
allowed do something, then I can always do it as a private person, or a
company. So if there is ban on editable servers, then the rule should be in
general terms of use, or not there at all.

Generally local chapters should:
a) follow and enforce general design guidelines. Requirement for single
unified database is one of them.
b) they may have some extra permissions what exceed normal terms of use.
Maybe related to bulk imports (e.g. bulk exports must be approved by LC),
moderation (undo in main DB, blocking vandals), etc. If someone is allowed
to break the general rules for good reason, like set up editable servers,
then it should be rather a Local Chapter than someone else.

I see LC-s to the casual editors like sport racers to normal drivers:
generally they should obey same rules, but in some areas they are also
allowed to do more dangerous actions, as they are the expected to be
professionals. 

This brings also to a question what are requirements to become LC. Minimum
number of members is just one thing, but also their technical expertise
should be well above average. E.g. for Oracle I have to buy (pretty
expensive) courses and tests to become DB Master, actually also Wikipedia
has a system of admin levels. My understanding is that OSM is very
centralized, only a couple of really core technical people having more than
normal editor permissions? I would like to have the "OSM certified
professional" badge.
