[Local-chapters] Actions concerning the license

Serge,

It's not about trust, it's about responsibility. The OSMF is responsible for
the database (incl the license).

There is no mention that the Foundation should *handle* all issues related
to the license. It's saying that it needs it's approval. This can be
organized in many different ways, even w/o having to check with the OSMF
every time you talk about the license.

If you think the wording can be better, I'm open for suggestions.
