[Local-chapters] [RFC] Draft Agreement / Reminder for meeting.

Hello all,

Whereas Eugene has created a draft requirements list, I've created a draft
agreement for OSMF local chapters on the wiki:
http://wiki.openstreetmap.org/wiki/Foundation/Local_Chapters/Agreement

As mentioned, this is also a draft and needs more input from the community,
especially from chapters-to-be. As such, comments, reactions, and
suggestions are welcome now in this email thread.
