[Local-chapters] Next LCWG meeting

I've opened a doodle for the next meeting

"method" for the meeting would be (phone, irc, etc).

As already pointed out, we really need a (new) chair for this group, the
effort at this point in time should limited and consist of

- arranging the meetings
- chairing the meetings
- representing the WG in the management team

all of the above is currently once per month.
