[Local-chapters] local chapters agreement back

I've now received some feedback from Francis Davey on the draft chapter
agreement. With the exception of some fine tuning of 4.2 which still
needs to be thought through, I believe this is probably it.

The other point that we have to nail down are the minimum requirements
(if any) we want to local chapters to fulfil. As I've previously
suggested I think we should have a 2nd informal designation for groups
(aka OSMF user group or similar) that currently don't fit in the formal
local chapter framework, giving them some visibility and allowing them
to grow to the point where they can become a LC.
