[Local-chapters] Sharing: SotM budget generic

Hi all, 

In the spirit of sharing, I have produced a budget for a generic large
State of the Map event. Please feel free to use it for your own needs. 

The file is pretty clever in that it allows for sensitivities to be
tested (e.g. less/more attendees) and also tracks payments made to data,
converting them all into a common currency (EUR in this case).

P.s. For the avoidance of doubt, this is created based on my SOTM
