[Local-chapters] community building + local chapters?

You talk as if the Local Chapters group is different from the community
group. I don't understand. The Local Chapters WG came to an end a long
time ago after it successfully got the Local Chapter concept up and
running. The working group doesn't have a say on which Local Chapter
applications get approved - the OSMF Board do that role.
Since Local Chapters work finished, there has been an attempt at each
SotM to get it re-started as a discussion portal for local groups
(official Chapters and unofficial). The attempt after SotM 2017 failed
[1] with just me, you, Martijn and Samaila posting a message (despite a
much larger group of SotM attendees being added).
That is to say, there really is no Local Chapters group - or if there is
then the (active) members are me, you and Raphael - the only people who
have posted this year!
So basically, you, me and Raphael need to decide where we want to set
up. Telegram had great global appeal during SotM 2018. We used WhatsApp
for the scholars in SotM 2017 as that also seems to be used worldwide.
Personally either is fine for me, but given that Telegram is up and
running, let's use that :-)
And I've helped organised 3 SotMs using the Issue section of GitHub (not
code, just the Issue section for to do lists and file uploads). It might
not have universal appeal but I've failed to find better. I did the
research a few years back [2]. I missed a few things such as Huddle
(more about document collaboration than team discussion) and some new
ones have come along since (Microsoft Teams - the so-called Slack
killer). For now let's use GitHub and we can move at a later date if
someone proposes a better solution.
So in summary: See you on Telegram and GitHub. Let's see if we can go
further than the post SotM 2017 attempt :-)
