[Mailman] talk-do?

Hi there,

I'm writing you to ask if it would be possible to a Dominican Republic
specific email list?

As things are there is really no mapping community in DR (aka. DO) but
given that
* The country is very undermapped
* the license change bot messed up / deleted a lot of even the data we had,
and that
* I'd rather promote and use an OSM list than GMM's mapping-dr GoogleGroup
I'm wondering if such list could be set up?
