[Mailman] new mailing list

Hello,

I was curious about the process for setting up a new mailing list on the
OSM server. Coming out of the State of the Map US conference this weekend a
group has been organized around increasing the diversity of the community
of OSM contributors. How would we go about setting up a list-serv?
