hola, I wish to open a talk-pa discussion list.

I am from Napoli, have the Italian nationality, and live most of my time
in Panamá.  I am an active OSM mapper, with a focus on quality.  I can't
find a Panamanian national mapping community, I wish to contribute to
its establishment, I volunteer to (at least) its initial coordination.

what steps must I take?
