[Mailman] talk-cz subscribe problem

Tested with kasparek at fit.vutbr.cz and the behaviour is the same - no
error, but mail not present in list of users. Is there some manual
confirmation necessary somewhere (so it can take longer) and/or is the
mail server overloaded?
