[Mailman] change talk-es admins

Hello there,

Long time ago Iván Sánchez Ortega, former leader of the Spanish OSM 
community, created and promoted talk-es mail list but since some years 
ago he is not involving in the community any longer.

I talked to Ivan, who is in carbon copy of this email, and he even lost 
the administration credentials of the talk-es list so I wrote to you to 
ask for a solution.

As you could see in the talk-es list Ivan is not participating any 
longer there.

Some people, including myself, we are trying to reactivate the Spanish 
OSM Association that Iván created around 2010 for the SOTM so we though 
you could transfer to us the admin privileges of the list.

Let me know and I wrote to the list, talk-es, for an update about the issue.
