[Mapcss] condition syntax

Hiya guys,

I have another somewhat annoying minor syntactic question.  The BNF described on the wiki lists a value as:
value        ::= QUOTE STRING QUOTE | "/" STRING "/" | "'" STRING "'"; /* no embedded "/", "'" or quotes check */
This seems to indicate that this is valid MapCSS:

way[highway=/trunk/] ...

Is the /blah/ really meant to be there?  Are there any special semantics associated with this syntax?
