[MapRoulette] new challenge Speed Report

Dear All,

I've just added a new challenge, Speed Report

Each task is a posted speed limit for an OpenStreetMap way_id as
submitted by a shipping fleet driver.

Please consider these reports with your local knowledge!

For now, I've limited the tasks to

- in the USA
- on highway=motorway
- without an existing maxspeed= tag.
