[Merkaartor] 0.13 and relations

With JOSM, I am able to edit the relation without needing the whole
relation's ways and nodes to be loaded.
If you are in an area with lots of cycle routes, like London, or you
hit the UK's National Cycle Network route 1 for example, you don't
want to go and have to download everything in all the relations in the
current bbox in advance. You should be able to select a relation and
then say download all the objects in this relation.
