[Merkaartor] 0.13 and relations

I believe that the potlach approach is a good direction. When I select a
way I see all the relations where the selected way is a member of. There
is no need to download all way segments to add, remove or edit one
single way. Additionally merkaartor will be very slow when large
relations are loaded.
