[Merkaartor] Preliminary windows binary available

I think that for now, you have to do:
qmake Merkaartor.pro
TRANSDIR_MERKAARTOR=/usr/local/share/merkaartor/translations/

then:
lrelease Merkaartor.pro
make install

Otherwise, translations are only tried in the current directory.
