[Merkaartor] Proposal: Dirty/Upload layer

Hi,

I propose to create an "Upload" layer where all changes intended to be
uploaded to OpenStreetMap will be gathered.

Advantages:
- Clear the confusion about selected/not selected layers
- Have an immediate overview of what features has been added/modified
in the current session
- would allow "commits" from sandbox layers (like the "Extract" layer)

Please comment.
