[Merkaartor] [OpenStreetMap] #1153: Too easy to miss the right node

I said I agree to the principle of having a switch to toggle track layers
read-only.

As I don't know the way Merkaartorians are working with tracks, I don't
whether it should be read-only by default.

As for myself, I never change tracks but convert them to roads via the
"extract", so it is no problem for me.
