[Merkaartor] Version 0.13-pre2 for Windows with old projection code

As the new projection code do not yet work with all WMS server (e.g. Oberpfalz Germany), I've made available a 0.13-pre2 without the new projection code. This is only the EXE, so unzip in your installation directory.
