[Merkaartor] Authenticating Proxy Support

Are there other people for whom this feature is an immediate bonus.

If possible, I'd rather delay the commit of this one until after the 0.13
release, seeing:
1) The number of files impacted (possible regressions)
2) The fact that there are new strings
