[Merkaartor] Patch: Don't snap at all to GPX nodes

New version of the patch. This time, you can select geo-tagged photos -
and only photos - from a track layer. Photos will, however, not be used
to snap nodes to. So you can select photos to view them, but safely
create or move nodes or ways near GPX tracks or photos and it will not
snap to them. You can also only select a photo by clicking directly on
its node. Photos will not be selected with an area selection.

Editing GPX nodes is still entirely disabled with this patch. There's no
new option to configure this behaviour yet.
