[Merkaartor] Area fill colour missing near relations

There is a note=FIXME on way_28900639 (the big inner area), which is part of
relation 12298 of which way_4599637 is part of.
Removing the note draws the forest (but only after reloading the area, don't
know why).

Now, does the relation has to be drawn as FIXME if one of its member is,
that's the question...
