To give a status update:

JOSM's template format learned:

a) optional argument introduced as said above.
b) Blank lines now are correctly marked as space elements.
c) Weblinks are introduced and also filled into the template (as well as
    displayed in JOSM).

Still missing:
a) Rewriting of the combo boxes
b) grouping of data sets and using these include like (still do not know
    how to do)
c) Dependencies

These will be implemented in this order.

Any progress in importing the data into Merkaartor?
