[Merkaartor] problems w/ some WMS-Servers

I think I got it.

This WMS is unusual (or even maybe non-standard) in that it somehow gives
priority the WIDTH/HEIGHT vs. the BBOX.

All other WMS servers I know honour the bounding box, then resize the image
to match the width/height requested.
This one doesn't deform the image and prefer to give a larger BBOX than the
one requested.

There is unfortunately no quick fix for this. It'll have to wait for 0.14
and maybe a specific plugin (bacgkrounds will be pluggable, then).
