[Merkaartor] lost relation members

Yep, that's a bug. It's the result of 2 recent features:

1) Incomplete relations are not removed on download
2) Splitting a road belonging to a relation add all parts to the relation.

The result is that the relation is marked as "dirty" and uploaded and no
control is made as to whether it is incomplete

I'll forbid splitting ways belonging to incomplete relations (and check to
be sure to not update incomplete relations).
Please open a critical ticket for this.
