[Merkaartor] Walking Papers Plugin

A new plugin just got committed: Walking Papers

As the name implies, it allows to load a Walking Papers scan directly into
Merkaartor.
Furthermore, the scans can also be loaded as geotagged images.

To be able to read the 2D barcode generated by Walking Papers, a new
dependency has been added: the ZBar bar code reader library (
http://zbar.sourceforge.net/). Packages exists for Debian, Fedora and Gento
(see http://zbar.sourceforge.net/download.html).

As always with external dependency, you have to enable it, this time by
specifying "*ZBAR=1*" on the qmake command-line. As a fallback, if ZBar is
not used, Merkaartor will ask to enter manually the Walking Papers url
corresponding to the scan.

Thanks to the Walking Papers guys (Mike specifically) for implementing an
API allowing me to obtain the details of the scan without hacking/scrapping
their html pages. :-)
