[Merkaartor] News: 0.16.3 released for language issue

0.16.3 released for language issue

A bugfix update has been released to merkaartor 0.16, *_Merkaartor 0.16.3_*.

The only issue solved since 0.16.2 is the inability to switch languages.
For information, the Windows binaries now use Qt 4.6.3.
