[Merkaartor] Closing open areas?

Description for JOSM, should be same for merkaartor.
Break the way at any node (retry another if by accident you have choosen
the way start/end). Selecting the two resulting ways individual shows you
the end-points of the two sub-ways. Something must be wrong with these.

- Double nodes at end aren't equal
- End-Points aren't equal.

Fix error and join segments again (or undo splitting and fix error :-).

I fixed the example way. In this case there was an overlay segment at the
end of the way.

I don't think the editor can really prevent these things, only make the
unlikely.
