I've never tried the Filter feature before, so I'd like to confirm that
it will do what I want.

When I'm importing waterways from vector maps, I've been in the habit
of temporarily hiding the dirty layer so that the remaining visible
features are the ones that need attention. It seems that quickly
toggling this will change from a single click to a menu selection,
which is a lot slower.

Is it possible to change the internal representation, but to represent
filters as layers, perhaps? (Like "adjustment layers" in some of the
image editors.)

Actually, I've just tried using Filters, but all that happens for me is
that if I apply a filter (any filter), the appearance doesn't change and
everything is unselectable. I must be doing it wrong...
