[Merkaartor] Bing maps

Dear,

As you may know, Bing Maps is now open for mapping and is already available
in Potlach2.

I'm working on the legal requirement for Merkaartor (clickable logo,
attribution by bbox, ...) and it should be available in a 0.17-rc2 this
weekend.
