[Merkaartor] Yet Another Background Plugin: GDAL Raster

Hi All,

I was quite bored and the weather back in Belgium is awful, so I broke my
own feature freeze and coded a new background plugin today: *GDAL Raster*

As the name implies, this one allows you to load the whole range of
georeferenced raster files supported by (your installation of) GDAL.

There is an overlap with the GeoTIFF plugin, which also uses GDAL.
The difference is that the GeoTIFF plugin uses the Qt support for Tiff's
rather than GDAL raster api, so loading time and memory management might be
a tad better.
