[Merkaartor] New Minor Feature: Document Templates

As of the latest commit, a new feature, Document Templates, has been added.

Document Templates are just plain .MDC document, just without features. They
are used to setup the startup environment of Merkaartor regarding layers and
viewport, replacing the previously used registry/config settings.

When closing Merkaartor, a "Startup.mdc" file is created/updated in
~/.merkaartor. At startup, this file is loaded, restoring the
layers/viewport environment.

Additionaly, you can save a template document of your own and auto-load it
at startup via a Preferences-Data configuration.

You can also bypass the "Startup.mdc" with a "--ignore-startup-template"
command-line option.
