[Merkaartor] Resuming windows nightly for 0.18-dev

Hi All,

This to inform you that the Windows debug nightly builds are resuming for *
0.18* at http://www.semperpax.com/merkaartor/nightly-builds/windows/
As indicated, those builds use the Qt 4.7.1 debug libraries available at the
same location.
