[Merkaartor] Merging tags

Well, therefore, you have "Overwrite tags". If you don't want to merge to
avoid semicolons, then just use the "overwrite" option.
The "merge" option is meant as a way to review what has been done and choose
the proper tag between the values. It is not meant to be uploaded as-is.
