[Merkaartor] Tracing geotiff files in Merkaartor

Then "Load Image" to load your GeoTIFF.

If you don't see the "GeoTIFF" plugin and you compiled merkaartor by
yourself, be sure that your qmake command-line was something like:
qmake -r GDAL=1 PROJ=1 ...
