You need my other merge request
(https://gitorious.org/merkaartor/main/merge_requests/36) which fixes
include path to make it build on debian based system (my merge request
will also solve this issue: http://merkaartor.be/issues/3294)

But be aware: default libproxy and utils is buggy on ubuntu 11.04
(https://bugs.launchpad.net/ubuntu/+source/libproxy/+bug/739286), and
that may also be the case on debian, but this bug report
(https://bugs.launchpad.net/ubuntu/+source/libproxy/+bug/776618) seem
to contain a patch for that
